1) saute some chicken pieces in a pan and remove chicken.

2) chop some onion and garlic and saute in pan with bay leaves and add more fat. Then add chicken, 2 inches of water and boil and simmer down and reduce liquid to about 1/2 inch deep. During cooking process add salt, pepper, soy sauce and vinegar.
YOU WANT TO GET A BALANCE OF TANGY / SOUR AND SAVOURY FLAVOURS.

3) put rice in a pan and wash and pour starchy milky water away, repeat with fresh water till water is clear. Fill up with water upto thumb nail deep. Boil it then lower heat to simmer and steam cook till rice has absorbed water and BECOMES FLUFFY. Do cover with lid.
