Zao - The Japanese Assassin

There's no doubt that the Zao has suffered from the addition of rocket planes, other HE spam cruisers and WGs spam of 30mm overmatching BBs. Yet it can still perform its original role well, and is a terrifying opponent when it pops out of stealth right next to your broadside. You can find my recommended build at the end as usual.
