The Very Real Difficulty With Ranked League of Legends

The community in League of Legends has always been somewhat of a meme, but I don't think it has to be that way. Ranked League, however, can be filled with constant kids and adults who play a ranked competitive game and think that's it's cool to purposely make the game harder for no reason. Now we can report these kinds of players but, did Riot really gives us enough tools to combat toxic behavior?
