The SMALLEST big TRUCK in the world! 🚛 Very Confused Rig not sure if it's a Semi or a car! FAIL!

We saw this extremely interesting version of a rig on Melbourne's freeways in Victoria, Australia. Clearly this truck is having an identity crisis! If anyone can fill us in on what this kind of rig is that'd be great!!
