SUMMARY:- The Supreme Court has ordered the formation of a National Task Force to tackle student mental health concerns and prevent suicides in higher educational institutions. Institutions are now mandated to file an FIR in case of a suicide on campus.
The decision came in response to a petition by parents of IIT Delhi students who allegedly died by suicide due to caste-based discrimination and academic pressure. The Court noted the urgent need for stronger mechanisms to prevent such incidents.
The Task Force, chaired by Justice S. Ravindra Bhat, consists of nine experts from various fields. It has been directed to:
Identify causes behind student suicides, including discrimination, academic stress, and financial issues.
Review existing policies and recommend legal reforms.
Conduct surprise inspections in universities.
Develop a national action plan for mental health services in HEIs.
An interim report is due in four months, with a final report in eight months. The Union Government must deposit ₹20 lakh for its initial operations. The Court emphasized that all states, universities, and authorities must fully cooperate.
