Cabinet Minister Michael Gove has warned the European Union it would be “in the EU’s interest” to strike a deal with the UK and avoid a no deal Brexit.
The warning comes as time slips away from chief negotiators Lord David Frost and Michel Barnier to strike a free trade deal before the end of the transition period deadline on December 31st.
The pair have been wrangling over the details of a trade deal in London this week but are still to come to an agreement on state aid, fisheries and the so-called level playing field.
It was hoped the negotiating teams would have a draft agreement ready for Prime minister Boris Johnson and EU chiefs such as European Commission President Ursula von der Leyen and French President Emmanuel Macron to view by now. However, rumours are swirling a deal could be struck in the coming days at the 11th hour with both sides still keen to strike a Brexit trade deal.
Transcript:
MICHAEL GOVE dropped the possibility of a no deal Brexit in the EU’s lap when he told the BBC it would be very much in the European Union's interest to avoid a WTO outcome.
Mr Gove admitted that Brexit negotiations are getting "close to the wire" as the transition period lies only a month away. The Cabinet minister told BBC Radio 4 that he "fervently" hoped that a deal would be secured, especially because it would be in both the interests of the UK and European Union.
The MP said: "Yes, it is getting close to the wire. That's why I think it is important that we do get a deal if we possibly can.
"I think it's in our interest, and certainly in the EU's interest.
Mr Gove also told ITV there was still the possibility of a no deal between the two sides.
He said: "It's certainly the case that there is a chance that we may not get a negotiated outcome."
"That's why it's important business prepares for all eventualities, but I very much want a deal and I believe that we can secure one.
Mr Gove avoided repeating an earlier prediction of a 66 percent probability of a deal, declining to give a figure.
Lord David Frost, the UK chief Brexit negotiator and his EU counterpart Michel Barnier will continue to final phases of discussions in London this week, with outstanding issues remaining over fisheries, state aid and the so-called level playing field on competition. With just 30 days to go until the official end of the Brexit transition period, it has raised the prospect of a possible extension beyond December 31.
But, Georgina Wright from the Institute for Government think-tank, has warned options for an extension look “almost impossible now”.
A report by the institute suggests the withdrawal agreement signed in January would not allow an extension and perusing this avenue would be a “big gamble”.
The report says “This option is far from straightforward. Unlike, the UK, it is not clear that the EU has legal authority – which is derived from EU treaties – to amend the withdrawal agreement in this way.
“Without clarity, it would be a big gamble to rely on this option as route for securing more time.”
It comes as German MEP David McAllister warned a no deal scenario will have “serious consequences” for the EU and will force the bloc to implement emergency plans.
Mr McAllister, a close ally of German Chancellor Angela Merkel, acknowledged the impact would be felt on trade and result in tariffs being placed on EU exports such as the automotive industry.
He said: “A no deal would have serious consequences.
“First of all, we would have to try to cushion the worst of the disruptions as part of the emergency measures in December, this applies in particular to flight connections, air traffic safety, road freight traffic and passenger bus traffic.
“The most serious change that would come with a no deal is that we then trade with one another on the basis of WTO rules. And that means in some cases considerable tariffs on cars, trucks, etc.”
However, Downing Street has reiterated the desire for the UK to reach a deal but warned it would not come at a price.
A spokesman for the Prime Minister said: "We want to try and reach a free trade agreement as soon as possible but we've been clear we won't change our negotiating position.”
