INTRO: Laos will be open and transparent and cooperate in the spirit of the 1995 Mekong Agreement over Don Sahong dam. According to Deputy Minister of Energy and Mines, Viraphonh Viravong, the government has completed its international obligations but is still open to comments from environmentalists and the MRC concerning the design of the dam.
STORY: Before departing for the site of the planned Don Sahong hydropower project, Deputy Minister of Energy and Mines, Viraphonh Viravong, and Deputy Minister of Planning and Investment, Somchit Inthamith, along with senior officials from Champassak province, presided over a presentation at the Champassak Grand Hotel in Pakxe where attended by more than 100 representatives of Mekong River Commission or MRC member countries, development partners, international NGOs, and Lao and foreign media
At the presentation session, experts who have studied the area for many years explained how they will address potential impacts of the hydropower project at Don Sahong.
The dam will be located at Hou Sahong, one of several Mekong channels in the Khone Falls region. The Hou Sahong channel, which would be blocked by the dam, accounts for average natural water flow equivalent to only 5 percent of the Mekong.
One of the major concerns of environmentalists is that construction of a dam on Hou Sahong will prevent fish from migrating upriver in the dry season.
Project developers explained that the Hou Sahong channel is not the only one used by fish to migrate upstream in the dry season. Developers are working with villagers to improve fish migration pathways in several other Mekong channels.
