NO INDEPENDENT INVESTIGATION INTO THE FATAL CRASH BY OFFICER SKIBINSKI. DEWITT POLICE SGT. MENARD AND AMMANN DIRECLTY IMPLICATED IN A SECOND COVERUP WITH CHIEF SHANE SPENCER, FOMERLY SGT. SPENCER AT THE TIME.

FIRST. OFFICER SKIBINKSI DID NOT IMMEDIATELY CONTACT POLICE DISPATCH AND NOTIFY HE STRUCK A PEDESTRIAN. THAT- IS -FALSE.

ACTIVATES HIS BODY CAMERA. TELLS POLICE DISPATCH: SAYS NOTHING ABOUT THE 'DEAD' PEDESTRIAN. INSTEAD SAYS, 'I NEED THE INTERSECTION AT BRIDGE STREET CLOSED'.

Based on Officer Skibinski. Sgt Menard and Sgt Ammann's BWC Footage that contradicts OSI Report is Based on manifestly False Facts and Material Omissions of Fact. Shoppingtown Mall Management and Security are complicit in Vehicualr Assult Cover-up. Ramifications are far-reaching. To Ensure LEMIO receives and opens investigaiton into Dewitt Police Dept, Previous & Current Police Chief, Letter citing BWC with Dewitt Police Records will be hand-delivered to Sheriff Shelly. THE DEWITT POLICE DECIDED TO INVESTIGATE THE PEDESTRIAN KILLED BY OFFICER SKIBINSKI THEMSELVES. DID NOT CONTACT NYSP or OCSD, who did appear to the scene. Deputy is captured on Skibinski's BWC telling the Deputy (Assistance Not Needed) 'Were Good'.

There was no Impartial investigation. It was a cover-up and nothing less.
