Russia vetoes. China abstains. The UN Security Council fails to act on aggression in Eastern Europe — for the thirty-seventh time since 2022. The institution designed to prevent great power conflict has become a monument to its own paralysis.

That headline barely makes the news anymore. But strip away the modern details, and this story stretches back over two hundred years. Every international order eventually collapses — the Concert of Europe, the League of Nations, the Cold War settlement itself. The question isn't whether the current order is under stress. It's whether the post-Cold War system is dying, reforming, or evolving into something unrecognizable.

The post-Cold War order emerged from a specific historical moment: the Soviet Union's collapse in 1991. For the first time since Rome, a single power dominated the international system without a peer competitor. The United States inherited a world that seemed to validate liberal democracy, free markets, and the rule of law between nations. Institutions built after World War Two — the UN, NATO, the World Bank, the IMF — could finally function as designed. NATO expanded eastward. The European Union absorbed former adversaries. The WTO brought China into the global trading system, wagering that economic integration would produce political liberalization.

For roughly two decades, that bet appeared to pay off. Understanding how that era of extraordinary optimism became today's crisis requires examining both the architecture of the current order and the deeper patterns that govern how international systems function — and ultimately fail.
