Imagine your photo has bright and dark parts. The "Dynamic Brightness" tool is like a smart light switch. It can adjust the brightness of different parts of your photo separately.

If you move the slider to the left: It makes the whole photo darker, but it's clever enough to keep the bright parts (like the sky or highlights) from becoming completely black. You still see details in those bright areas.
