a. STEM bill: passed by the house- creating a new category for certain people qualified under the STEM program who have done Masters or PhD degree who have until now been under the EB-2 category. Republican initiated but senate needs 2/3 majority due to filibuster. Politics...
Just because a bill is introduced doesn't mean that that is the form it will take since it still needs to undergo mark-up and agreement from both parties.
STEM is a tool being used by the Republican party to push their own agenda as opposed to building a good Comprehensive Immigration Reform bill.
