Adorable Puppy Tied in a Bag & Left on the Bridge Crying for Help in Desperate

This morning we got a call from a friend, she said: "there's an abandoned puppy on the bridge" asking for help. We rushed there. At that time, it was still raining and very cold. When I arrived, I saw a very heartbreaking scene. He's still lying there, puppy trying to escape from the sack.
He was constantly crying and struggling. We are unraveling (the string is tied very tight).
Oh my God! The puppy is very beautiful, less than 1 month old. He is very cold, trembling. After cuddling and petting, I gave him milk. Puppy was very hungry, he drank some. This beautiful puppy is attacked by lots of ticks and fleas. Perhaps, he has been uninterested since birth. After hugging him to ease the cold, I brought him home. I told him: "He'll be fine, try harder, my dear".
