Change Management was always between a rock and a hard place. Designed as a risk mitigation, it was intended to protect the organization from changes that impacted live services. Faced with a dearth of resources, ITSM has traditionally fallen back on adopting monolithic, “one-size-fits-all” approaches. Nowhere is this more evident than in IT Change Management, where teams often apply the same level of rigour and oversight to a small change to a website as they do to switching a key service provider.

But does EVERY change need to go through a Change Approval (or Advisory) Board? What’s needed are ways to account for different technologies, ways of working, and ultimately risk tolerance across the company. Change Management needs to be incorporated and integrated INTO the flow of value, rather than sitting outside of it.

Many of the lessons learned in the past decade were incorporated into the development of the change enablement practice in ITIL® 4. The framework and the practice now emphasize contextualization, continual improvement, and a recognition that risk mitigation must be balanced with business outcomes.
