How to FIX PS4 Cannot Start Application (Corrupted Data, Locked, External HDD)

Are you having a problem on your PS4 where you cannot start the application because the content is locked, or there is corrupted data that requires your PS4s hard drives database to be rebuilt. Maybe there is an error with how your external hard drive is set up where not all the data was transferred correctly. From my experience, I've had this happen with sharefactory. If you can't start an application try restoring the licenses on your PS4, set PS4 as primary, delete corrupted data and rebuild PS4 database.
