Cutting Steel Through Concrete Backer

Well, just as the title says, "Cutting Steel Through Concrete Backer" For todays challenge we are cutting off a steel casing from a foundation pier that was once a Cell phone tower base. The customer is required to cut down or remove any evidence of any concrete or steel 5' feet down from grade. Upon jack hammering the base of the tower, they discovered that this particular concrete column was wrapped in a steel pipe. There must have been really loose soil or water coming in further down the hole, in one of the layers of dirt/rock. In any case, we were called to cut it off.
