LED light bulbs won't turn full off with a dimmer; LED flood lights won't dim to full off; dimly lit

Replaced incandescent flood lamp with LED flood lamps and the LEDs will not turn full OFF with a dimmer (also called ghosting). The LEDs will not dim to full off. This is part 1 and an immediate but imperfect solution.
