In this case the judge talks about when a case is removed from state court (here Alabama District Court) to Federal District Court.
There is a discussion of federal court subject matter jurisdiction which is needed or the court has no power over the case.
Two parts to this: diversity jurisdiction and federal question jurisdiction.
Finally, there is a discussion of remanding the case back to state court from where it came.
