This is a clip from an early episode of AMW - The clip is profiling the case of Ronald Rob, a traveling Carnival Worker who, along with an accomplice, kidnapped, raped and left a female victime for dead in a State Forest. He was captured in Upstate NY only days after the episode aired. I believe that this is from 1996. Ronald Rob is played by Dan Garrett --
