MISSION PLAN:
Start out on the barge, have a remote detonated explosive in inventory for fun.

You can get a lot more free time to kill Victor if Dalia's body is found right after she's killed, as Victor will then get the "Dalia's dead" phone call while onstage and very loudly talk about it in front of everybody.
Technically Dalia's body is supposed to be found immediately, but sometimes the guards are just really slow at entering the room.

Even if you miss the chance to kill Victor the first time, don't worry. He'll just go back immediately and repeat the exact same speech.

The falling light rig will always kill, at minimum, 7 non-targets. Unless you do some trickery and mess with the game and the AI before dropping it, but I can't claim to know any surefire method to make the kill "clean".
