We assemble a single, falsifiable arc: where did we come from (Entanglement-Manifold Cosmology, EMC), what are we doing here (stasis as an operational equilibrium), and where are we going (in situ resource utilization, ISRU). In EMC, perturbations on a hidden entanglement manifold pull back into U (1) and project into SU (2) × SU (3) while remaining inert at linear order; gravitational collapse runs through TOV to BHs, hierarchical SMBHs, and a short, expanding Nariai window whose onset is faster than the scrambling time-a disciplined Big-Bang-like release without bounces or white holes. Early "low entropy" is reinterpreted as displacement into entanglement structure and later reinjection as the visible sector complexifies. We then formalize stasis via a structural deviation functional ∆B coupled to entropic diagnostics and introduce ∆V as the rate of change of the "validity volume" (truth capacity). Finally, we pose ISRU as a stasis-consistent optimization problem on resource flows and legal/ethical constraints, sketching an implementation path for civilization-scale planning. All ingredients are presented so the manuscript stands alone.
