A year after Khalifa Haftar launched his military campaign to capture Tripoli, controlled by the internationally recognized Government of National Accord (GNA), the tide in Libya’s civil war has turned. With Turkey’s support, the GNA has pushed back Haftar’s Libyan National Army (LNA), which is supported by the United Arab Emirates, Egypt, and Russia. Let alone capturing Tripoli, it is now unclear whether Haftar can maintain his control in the Eastern part of the country. What are the objectives of the two factions in Libya and the external actors who have been engaged the civil war? What does the engagement in Libya tell us about Turkey’s new military capabilities and strategy? In which directions could the conflict evolve and what would be the broader regional implications?
