India is currently pushing toward a massive 20% ethanol blending target by 2026 to cut down on expensive oil imports and reduce carbon emissions. But there is a hidden cost that is starting to alarm experts. To make this "green" fuel, the government is shifting from using sugarcane waste to using food grains like rice and maize. Here is the shocking part: producing just one litre of ethanol from rice can consume up to 10,000 litres of water. While we are trying to save the air, we might be draining our ground dry, especially in states like Punjab and Haryana where the water table is already hitting rock bottom. It is a classic case of solving one environmental crisis while accidentally fueling another, as NITI Aayog warns that our cities could soon run out of groundwater entirely.
Looking at the bigger picture, this policy presents a high-stakes trade-off between energy independence and water security. On one hand, ethanol reduces our reliance on foreign oil and helps the economy, which is a significant win for India’s trade balance. However, the heavy reliance on water-intensive crops like rice makes this "renewable" energy source feel very unsustainable in the long run. If we continue to use 90 lakh tonnes of rice for fuel, we aren't just risking a water drought; we could face food price inflation. The logic of using high-quality food grains for fuel is flawed when we have better alternatives. For this move to truly be "green," India needs to pivot immediately toward Second-Generation ethanol, which uses agricultural waste like straw and husks instead of the grain itself. This would protect our food supply, save trillions of litres of water, and solve the problem of stubble burning all at once.
Ultimately, the success of India’s fuel revolution depends on balance. We cannot afford to trade our drinking water for petrol. While the E20 target is a visionary step for a developing economy, the "feedstock" or the raw material must change. Transitioning to hardier, climate-resilient crops like millets or utilizing broken, damaged grains is a much smarter path forward. As we move toward 2026, the government must prioritize water-saving technologies in distilleries and enforce strict water audits. Energy security is vital, but water is life. We need a policy that respects both.
