Should a #cruiseship start a cruise with a broken propeller?

On the May 9, 2024 sailing of the Carnival Elation the ship ran the entire trip on one functioning propulsion unit. Because of compromised propulsion the top speed was limited. Carnival announced a few days before the cruise that one of the itinerary stops would be cancelled due to the reduced speed of the ship. Is that OK?
