Haiti, negara berpenduduk hampir 12 juta jiwa di kepulauan Karibia, berada di ambang kehancuran total. Sekitar 200 geng atau kelompok bersenjata berat telah berhasil menguasai sebagian besar wilayah negara tersebut dan beroperasi dengan impunitas sementara. Beberapa geng bersenjata berat yang lebih mirip dengan paramiliter telah berhasil menguasai sebanyak 80% Port-au-Prince ibu kota Haiti.
