Spokespeople of the German government discussed the recent amendment to the Infection Protection Act, concerning the easing COVID-19 restrictions for people who have recovered from the coronavirus or who have been vaccinated.

Spokesperson Steffen Seibert spoke during the biweekly press conference on Wednesday, from Berlin, about the criticised draft, stating that it was "not about privileges or special rights to these people involved in this group, but the repeal of no longer justified infringements on fundamental rights."

Stefan Zimmermann, spokesperson for the Justice Ministry, warned about the risks of not respecting COVID-19 rules after vaccination.

"There is also a residual risk even with vaccinated people that must be considered. The requirements to keep a safe distance and wearing a mask are comparatively minor infringements on fundamental rights," he said.

Teresa Nauber, German Health Ministry spokesperson, explained the benefits of using an extra app to keep a digital vaccination card. The QR code can be obtained at the doctor or the vaccination centre and scanned into one smartphone.

According to the Robert Koch Institute, 29.5 percent of Germany's population has been vaccinated once, and 8.3 percent have received two inoculations.

SOT, Steffen Seibert, German government spokesperson (German): "The ordinance regulating the relief and exceptions from protective measures to prevent the spread of COVID-19, which was decided yesterday following the paragraph 28C, depending on the procedure of the 'infection protection act,' that the federal government, regardless of the incidence, empowered by such an ordinance with the consent of the federal government, which can regulate the relief and exemptions of requirements and prohibitions for people who are expected to be immunised against the coronavirus or who can present a negative test with the increasing scientific evidence that vaccinated, and convalescent people have a significantly lower risk of infection, and the relief and exemption of measures can be provided for these groups of people."

SOT, Steffen Seibert, German government spokesperson (German): "I would like to repeat and emphasise: this is not about privileges or special rights to these people involved in this group, but the repeal of no longer justified infringements on fundamental rights."

SOT, Stefan Zimmermann, Press spokesperson for Justice Ministry (German): "I would like to address the statements made by the minister, who said that the vaccination would be a way of the pandemic, but the success of the vaccination doesn't mean that we can now be careless. There is also a residual risk even with vaccinated people that must be considered. The requirements to keep a safe distance and wearing a mask are comparatively minor infringements on fundamental rights."

SOT, Teresa Nauber, German Health Ministry spokesperson (German): "It has been already announced that there will be an extra app to store the digital vaccination card, which will be available from the second half of the second quarter. You can get the QR code at the doctor or at the centre immediately after being vaccinated so you can scan the code and add it to your smartphone."
