Chase Taylor Frederickson, 18, was arrested on Wednesday, facing riot and property damage felony charges. Police said they had cellphone video showing him throwing rocks at the windows of the facility.
About 75 to 100 protesters gathered outside the facility near 6020 W 300 S on Wednesday night to voice their opinions against the plan for the building.
