Universities could be fined if they don't allow free speech on campus.

The Free Speech Union claims to have received 100 complaints about universities and spokesman Bryn Harris says the institutions need to create a culture where people feel they have freedom of expression: "There is only so far the law can go, it can't make people value free speech if they don't already."
