COVID-19: Singapore to move to Phase 3 of reopening on Dec 28

Prime Minister Lee Hsien Loong announces Singapore will move to Phase 3 of its reopening on Dec 28. It will allow groups of 8 to congregate, up from the current maximum of 5.
