The Need for Scrappage | Vehicle scrappage policy 2023
a. 15-year-old vehicles emit 4 to 6 times more CO2 than new ones
b. 1 crore ELVs are plying on Indian roads, causing pollution and safety hazards
c. Scrapping such ELVs can reduce vehicular pollution emissions by 15-20%
d. The new Vehicle Scrappage Policy mandates commercial vehicles over 15 years and passenger vehicles over 20 years to undergo fitness tests and be scrapped if deemed unfit.
e. The policy targets voluntary scrapping of unfit vehicles based on their fitness, irrespective of vehicle age.

Tata Motors' Intentions
a. To modernize vehicles, reduce pollution, and improve road safety
b. To meet future compliance targets such as recyclability targets and Extended Producer Responsibility (EPR)
c. To support the organized scrappage of ELVs and capture value through circularity

Tata Motors' Business Model
a. It is a franchise-based model where Tata Motors provides complete know-how, such as plant design, equipment, standard operating procedures (SOPs), IT systems, and support in supply and demand creation.
b. The franchise partner invests in the set-up and manages the operations.

Facility Details
a. Tata Motors aims to open at least one facility in each state of India, as the scrappage business is local/regional in nature, and one may need one facility every 200-300kms.
b. The facility can scrap Tata Motors and non-Tata vehicles for passenger and commercial vehicles (PV & CV).
c. The RVSF facility in Jaipur covers 5 acres of land, with ~30000 sq. ft. of shed area to de-pollute and dismantle passenger and commercial vehicles, with a total capacity of 15,000 vehicles/year.
d. The facility follows two different processes for passenger and commercial vehicles.

Passenger Vehicle Scrapping Process
a. Depollution equipment removes 8 different kinds of fluids from the vehicle through a zero-discharge system.
b. A 5-station line-type dismantling process has been set for passenger vehicles, where different parts are taken out at different stations.
c. By the end of the line, a complete blank body is left on the line, which is then cut and baled into 20"x20" dimensions. These bales can be directly sent for smelting/furnaces.

Commercial Vehicle Scrapping Process
a. The process for commercial vehicles is a cell-type process, where all parts are taken out at one station.
b. The facility has four bays (including one bay for de-pollution), which can be extended to six bays.
c. There are deep-dismantling areas dedicated to powertrain, tires, transmission, etc.
d. There is one dedicated station for SCV/PV for dismantling.

IT System and Traceability
a. An integrated IT system is used to manage the whole operation from sourcing vehicles to operations, making it a paperless process.
b. The facility has two IT systems: ELV sourcing portal for pricing, evaluation, de-registration
