Justin Thomas removed a large branch from a tree near where his ball was at rest, that improved his conditions affecting the stroke, but didn't incur any penalty from the referee who was watching, how?

A.
The branch was unattached, and just dangling in the tree. Therefore under the definitions - a Loose Impediment. A player may remove a loose impediment at any place on or off the golf course, but in the general area (fairway/rough), a penalty area,and a bunker, the player must be careful not to cause their ball to move.
In this case, Justin was trying to remove, he could have broken it into parts, whilst his caddie was protecting the ball at rest.
Rule 15.1 and definition 'loose impediment'.
