The Spy, The Nazi, Friendship & the Tango

The scene is from "Soldier of Orange", a classic WWII film by Paul Verhoeven. The Hollander in black (Derek de Lint) is a Nazi collaborator who knows his former classmate & close friend in the tux (Rutger Hauer) is now fighting the Germans as a partisan spy.
