6 New California Crime Laws in 2020

California criminal defense attorney Karthik Krishnan explains 6 new California crime laws starting in 2020.

1.) Alleged victims of childhood sexual assault now have more time to file allegations, as the statute of limitations for that crime has been extended by 14 years. This law comes from Assembly bill 218 and makes it legal for some victims of childhood sexual abuse to file lawsuits up to age 40.

2.) Assembly Bill 392 aims to reduce deadly interactions between police officers and suspects. It forces police to a higher standard before using deadly violence. Police officers can now only use their weapons if it's "necessary in defense of human life". Previously officers could use firearms when it was "reasonable". California lawmakers hope the use of de‐escalation techniques will prevent more high-profile officer-involved shootings.

3.) Under assembly bill 45, inmates may no longer be charged co-pays
and fees for medically necessary medical equipment. This helps to provide healthcare for incarcerated inmates who cannot afford to pay expensive fees and copays.

4.) Under Senate Bill 22 all DNA kits in California sexual assault kits must be submitted to a crime lab for testing within 20 days, and tested within 120 days. This fights to end the backlog of DNA rape kits that sat untested for years. The new law should lead to better prosecution of sexual assault cases in California, and will also lead to innocent people who are accused of rape, being releases from jail earlier, if their DNA kits come back negative.

5.) Assembly Bill 602 gives Californians the right to sue for "deepfake pornography". This is a law governing fake depictions of someone's likeness in images or movies of a sexual nature.

6.) Assembly Bill 32 prevents California lawmakers from entering into new contracts with private for-profit prisons or immigration detention facilities. This phases out current contracts with those prisons and detention facilities, and requires any new contracts from California lawmakers to be with non-profit or government run facilities.
