1980s-90s Lunch Lady Cinnamon Rolls At Home
I FINALLY MADE THESE! I found the old USDA school lunchroom cinnamon roll recipe from the 1980s and scaled it for my kitchen. These are not the giant bakery cinnamon rolls we’re used to today. They’re soft, fluffy, lightly sweet, and taste just like something a lunch lady would have served in the school cafeteria.

USDA 1980s School Lunchroom Cinnamon Rolls
DOUGH
• 2 tsp active dry yeast
• 6 tbsp warm water (110°F)
• 3¼ cups all-purpose flour
• ⅓ cup instant nonfat dry milk
• 3½ tbsp sugar
• 1½ tsp salt
• 3½ tbsp vegetable oil
• ½ cup + 2 tbsp water
FILLING
• 1 tbsp cinnamon
• 3 tbsp sugar
• 1 tbsp vegetable oil
• ½ cup raisins
• ¾ tsp melted butter or margarine (optional)
DIRECTIONS
• Dissolve yeast in warm water and let stand 4–5 minutes.
• Combine flour, dry milk, sugar, and salt.
• Add oil, water, and dissolved yeast.
• Knead until smooth and elastic.
• Let rise 45–60 minutes.
• Roll dough into a ¼-inch-thick rectangle.
• Mix cinnamon and sugar.
• Brush dough lightly with oil.
• Sprinkle cinnamon-sugar mixture over dough.
• Sprinkle raisins over top.
• Roll up from the long side.
• Cut into 12–15 rolls.
• Place in a lightly oiled pan.
• Let rise until doubled, 30–50 minutes.
• Bake at 400°F for 18–20 minutes or until lightly browned.
• Optional: Brush lightly with melted butter while warm.
