Part 6! Building an OpenAI bot using .NET Aspire and Azure Functions

Time to play with the new things in .NET 9 again! We want to make an AI bot that automatically labels our GitHub issues as they come in. We will be using Azure Functions, .NET Aspire and some Azure OpenAI.

The initial bot is done and seems to be doing OK. Now for the next part of the master plan and that is to help us find the high engagement issues to work on.
