The loss was caused by wind, and the policy owes to restore to pre-loss condition. The repairs cause extensive mat transfer. The repairs cannot be done without causing significant damage to the roof due to the pliability of the shingles. This is not a wear and tear issue.
Further, following the proximate cause doctrine, the damage to shingles during the repair of the roof follows an unbroken chain of events directly tied to the storm damage. Thus any/and all concurrent and consequential damages resulting from the covered loss are also covered under the same cause of loss as the initial damage. This claim warrants a full roof replacement.
