Echo CS-2511TES tuning requires following the manual to get spot on.

We had a couple of CS-2511 TES top handled saws not quite running correctly. After the tune up they really were spot on in terms of pick up, idling and top end. We had an Echo rep present to help us get it right - and it worked for us - not saying it will work for you.
Note: Am disabling comments on this video due to inane and tediousness of them. It is depressing! Almost regret making the video.... We are not experts and I did this with the Echo rep but at least we took some time to read the manual and follow instructions. Seems like most people just can't be arsed to read the description before posting a comment... then can't be arsed to spend the time going through the manual in the link above!
For a D screwdriver best to Google 'D carburetor screwdrivers' to find a set - one of these will likely fit.

We are not experts in tuning these saws - you can find tach settings here on arbtalk here on one of the posts https://arbtalk.co.uk/forums/topic/118772-echo-2511-tuning/?do=findComment&comment=1775347 - if they are no longer there then sorry I don't know where else you would be able to download them. It's lucky someone even put them up here!
If you still can't get the 2511 running then send to Ashley at Weston Garden Machinery http://www.westongarden.co.uk/contact/ - he has said in the past he has seen few running issues when people use Aspen 2T - plenty when they have not been [Yes yes Aspen 2T is expensive - but it isn't when re filling these little saws].
