AC Voltage Regulator Failing?

Northern Lights Marine Generator model #M673L3.3 . The voltage was reaching 280v so I used the AVR Voltage screw to adjust the voltage as low as we could get it. The voltage is low enough for the battery charger to work (for now) but the power is not stable.
