For the first time in 1923 in the entire Soviet Union, a constitution was drafted, the Soviet Constitution of 1924. This was replaced in 1936 by the Stalin Constitution.

Formally, the Soviet Union was a federal state, formed from the Union republics; in fact, it was a centrally governed and dominated by the Russian SFSR state. Nominally she was democratically governed by councils (Russian Совет / Soviet), respectively, the parliament. The real power, however, always lay with the leadership of the Communist Party of the Soviet Union, which governed the country especially under Stalin totalitarian, later authoritarian-dictatorial. Towards the end of the USSR, Mikhail Gorbachev made efforts under the catchwords Glasnost and Perestroika to establish effective democratic institutions.

The government of the Soviet Union was not only responsible for the legislation, administration, and jurisdiction of the country, but also managed the economy. The basic political decisions were made by the main political institution of the state, the Communist Party of the Soviet Union (CPSU).

In the late 1980s, the formal structure of the Union was organized similarly to Western political systems. Thus, a constitution established all state organs and guaranteed the citizens a number of political rights and civil rights. A legislative power, the Congress of People's Commissars, and a permanent legislative council, the Supreme Soviet as the supreme representative body, represented the sovereignty of the people.
