Balancing Data Sharing and Protection: The COVID Measures Archive at ICPSR
We love data at ICPSR, but what can we do when data can’t be shared? Data depositors, users, and archives all struggle with the challenge of balancing open data sharing with protections for confidential, sensitive, or proprietary research data. The Social, Behavioral, and Economic COVID Coordinating Center (SBE CCC) at ICPSR is tackling this problem in our recently launched COVID measures archive. Unlike many other archives at ICPSR, the COVID measures archive is a repository for both data and metadata – a system that allows depositors to share data when they can, or when they can’t, to enhance the findability and accessibility of their data by sharing variable-level metadata only. Data and metadata are both interoperable within the COVID measures archive and discoverable in the larger ICPSR data catalog. The COVID measures archive is piloting this approach specifically for studies of the social, behavioral, and economic effects of the COVID-19 pandemic. About the speakers:
John Kubale is a research assistant professor at ICPSR and a principal investigator of SBE CCC. John trained as an infectious disease epidemiologist, completing his PhD at the University of Michigan School of Public Health. In addition to his work with SBE CCC, John works on studies exploring how the social and built environments influence the burden of respiratory viruses like influenza, respiratory syncytial virus (RSV), and SARS-CoV-2.
Megan Chenoweth is a data project manager and oversees the day-to-day administration of SBE CCC, which includes managing the COVID measures archive, SBE CCC’s pilot grant program, and efforts to establish common data elements (CDEs) for social research on the COVID pandemic. Megan is a librarian with experience in data management, technical writing, training, and technical support.
