A manatee trying to make its way through a crowd of people at the beach near St Pete Beach, Florida

When manatees are in the gulf or the Atlantic they always stay fairly close to shore. This means that unless they want to swim out in deeper water, they often have to deal with navigating through crowds of people. They usually go unnoticed, but when someone does see them it often causes a crowd of people to come at the manatee from all directions, sometimes confusing it. If there's a local around they will often let people know that it's illegal to approach or touch them, which usually keeps people in check. If there's no locals around to speak out, people will do all sorts of crazy, inconsiderate things like let their kids try to ride them or stick cameras in their faces.
