Why Luigi is PAINFULLY AVERAGE in Melee, and how he changed in Project M

Luigi is a unique character. However despite being considered a middle tiered character, it doesn't necessarily mean you will see him a lot in tournament. The amount of Luigi mains going to Top 8's at tournaments are relatively small. During the transition to PM/P+, Luigi received some buffs, but also some nerfs as well. And as of right now, he is ranked bottom three in Project Plus.
