Start with a very thin white title and duplicate it. Set the bottom titles opacity to about 20%.
Now open the top title and go to animate and add an opacity. Set the new opacity setting to 0%. Then go to the start range selector and set it to about 75%. Now open the advanced tab and set randomize order to on.
Lastly, alt-click the stopwatch for random seed and type time*10.

Now add the glow effect from stylize.
