Heatwaves have been causing significant loss of life and impacting public health in India, yet they are not officially recognized as a notified disaster under the Disaster Management Act of 2005. In this video, we explore the key reasons behind this exclusion:

1. Historical Perception: When the Act was formulated, heatwaves were seen as a regular occurrence during summer months in many parts of India, rather than an exceptional disaster warranting specific provisions.
2. Definition of Disaster: Heatwaves did not fit the initial definition of a disaster causing substantial loss of life, property, or environmental damage beyond the coping capacity of the affected community.
3. Financial Implications: Declaring heatwaves as a notified disaster would obligate the government to provide monetary compensation for lives lost, which could become a huge financial burden given the scale of heat-related deaths each year.
4. Challenges in Attributing Deaths: Unlike floods or cyclones, it is often difficult to directly attribute deaths to heatwaves, as most fatalities occur due to exacerbating pre-existing health conditions.
Despite the increasing severity and frequency of heatwaves due to climate change, successive Finance Commissions have not recommended adding them to the list of notified disasters. However, some states like Haryana, UP, Odisha, and Kerala have independently notified heatwaves as local disasters.
