We’ve been negotiating for three days now and we have not made enough progress to reach an agreement. I sincerely hope that today we can break the deadlock. From the first moment I’ve been making the point that we all need to make compromises, but these cannot water down the level of our ambition regarding a bold European response to the Covid-19 crisis and the economic fallout it has caused. We are facing unprecedented economic crisis and we simply cannot afford to appear divided or weak.

EU leaders meet physically in Brussels to discuss the recovery plan to respond to the COVID-19 crisis and a new long-term EU budget.

On 19 June, EU leaders exchanged views, via video conference, on the proposal for a new recovery plan and for the multiannual financial framework (MFF) for 2021-2027, presented by the European Commission on 27 May 2020.

Following the meeting, Charles Michel, President of the European Council, started political negotiations with EU leaders.

"We are aware that it is essential to take a decision as soon as possible", he said.

On 23 April 2020, the European Council decided to work towards establishing a recovery fund to respond to the COVID-19 crisis. Leaders tasked the European Commission with coming up with a proposal urgently, and also clarifying the link between the recovery fund and the EU’s long term budget.
