There is currently no example anywhere in the world of a country that has completely open borders, freedom for its citizens, high vaccination and zero COVID.

This is where the political debate is now turning in Australia, with some state premiers insisting zero-COVID is still a viable strategy - raising questions about whether every state will grant its citizens freedom once the 70 and 80 per cent vaccination rates are reached.
