Navigable waters, as the term sounds like, are waters that you can traverse over with a boat to deliver materials or people. When the State of Florida was founded, all of those waters were vested in the state, meaning they owned them. Consequently, if you want to build a dock or do any other sort of improvement over that area, you often have to go to the state to get a permit.
