From the time of receiving the commandments at mount Sinai and through the next 200 years, Jews and Israel were the only nation and country that officially had the God, the Creator of the world, as their king. They did not have human kings or presidents, they have had judges and a supreme court, and above that court was the God himself.
It was the only real theocracy.
During the time of judge Gideon, Jews have won a big battle against the Meedianites.
God instructed Gideon and the Jews that they should not go to battle with a big army, but with only 300 men, so that they surely know that it's not the army who is winning for them, but that God himself gives them victory.
After that win, the Israelites invited Gideon to become their official ruler, but he refused, telling them that only God was their ruler.
Judges 8:23
Then the men of Israel said unto Gideon: 'Rule thou over us, both thou, and thy son, and thy son's son also; for thou hast saved us out of the hand of Midian.
And Gideon said unto them: 'I will not rule over you, neither shall my son rule over you; the LORD shall rule over you.
And God's will was to never end such order.
God gave the Jews commandments and told them that they should be the sight for other nations and that other nations should look up to them saying, what a great nation, what great laws they have.
But after 200 years, Jews wanted the opposite. Jews have asked their prophet the give them a human king, like the other nations have, and so they have rejected the one and only God, the creator of The world, as their holy king.
Their prophet Samuel told them that thats not the right way, but God said to Samuel that they have rejected God, and to give them a king.

First book of Samuel
Chapter 8
And they said unto him: now make us a king to judge us like all the nations.
But the thing displeased Samuel, when they said: 'Give us a king to judge us.' And Samuel prayed unto the God
And the God said unto Samuel: 'Hearken unto the voice of the people in all that they say unto thee; for they have not rejected thee, but they have rejected Me, that I should not be king over them.
And ye shall cry out in that day because of your king whom ye shall have chosen you; and the God will not answer you in that day.
But the people refused to hearken unto the voice of Samuel; and they said: 'There shall be a king over us;
And the LORD said to Samuel: 'Hearken unto their voice, and make them a king.'

Then they got their first human king Saul. Saul was anointed with the holy oil and so became the king of Israel.
Saul was the first messiah king, because the word messiah means the one who is anointed with oil.

Later God showed them a sign in the form of thunder and rain, so that they knew how wrong they were and realized their mistake.

First book of Samuel
chapter 12, verse 16 to 20

Now therefore stand still and see this great thing, which the LORD will do before your eyes.
Is it not wheat harvest to-day? I will call unto the LORD, that He may send thunder and rain; and ye shall know and see that your wickedness is great, which ye have done in the sight of the LORD, in asking you a king.
So Samuel called unto the LORD; and the LORD sent thunder and rain that day; and all the people greatly feared the LORD and Samuel.
And all the people said unto Samuel: 'Pray for thy servants unto the LORD thy God, that we die not; for we have added unto all our sins this evil, to ask us a king
And Samuel said unto the people: 'Fear not; ye have indeed done all this evil; yet turn not aside from following the LORD, but serve the LORD with all your heart

And still now after 3000 years, Jews are still asking God to give them a human king, messiah, to lead them and be the king over them, even though it is clear that the will of God is that he is the only king, not a messiah.
Only the Creator of the world should be the king of Israel.

The essence of theocracy is not only in the laws of Moses.
The essence of true theocracy is that there is no earthly ruler or king among us, but that our king is only our God,
God of Abraham, Isaac and Jacob.
How nice is it to live in such a country? How can anything be more beautiful in this world?
And where God is king there must be His holy Imperial laws.
Where God is king, you cannot invent some democratic, pagan laws and rules.
Where God is king, there the laws are holy, those laws that God handed down to Moses on Sinai.
Such an empire already existed on earth, but the Jews wanted to have an earthly king like other pagan nations.
God then gave them the anointed Saul and made him king, but it was not God's will.
GOD'S WILL IS THAT HE BE OUR ONLY KING, SO GOD'S ONLY WILL IS THEOCRACY.
It could not be more clear that Gods will is that he is the only King of Israel.
