In Bengaluru, obtaining an Occupancy Certificate (OC) has become a major challenge for people constructing houses. Based on an important directive from the Supreme Court of India, BESCOM issued a circular on April 4, 2025.

However, concerns are now being raised that this Supreme Court rule is not being properly followed by the Greater Bengaluru Authority.

OC Mandatory for Electricity:
As per Supreme Court and BESCOM orders, no new electricity connection should be given to buildings without an Occupancy Certificate.
Online System by GBA:
To simplify approvals like building plans, Completion Certificate (CC), and OC, an online system (E-ODB) has been introduced.
Lack of Transparency:
Despite the online platform, citizens report that the OC approval process is still not transparent.
Corruption Allegations:
Even when construction is completed as per rules, there are serious allegations that officials demand bribes (“Vitamin M”) and cause unnecessary harassment.
