Did Nikita Mazepin hold up Lewis Hamilton by ignoring blue flags?

Lewis Hamilton asked for blue flags on Nikita Mazepin several times before he let Lewis pass. However, it didn't mean that Mazepin disregarded blue flags: If you look closely you can see that Nikita Mazepin lets Lewis Hamilton pass as soon as he receives the blue flag. The blue flag light is visible on the left side of Mazepin's steering wheel (0:42), and also on the flashing lights around the track.
