Tesla's Giga Berlin vs Tera Texas: who will make a Model Y first?!

Since Tesla's Giga Berlin broke ground in June of 2020, while Tesla's Austin, Texas factory didn't break ground until August of 2020, one might assume that Giga Berlin will come online and start producing Model Y before the Giga Texas (or Tera Texas) factory. But with Germany's red tape and bureaucracy involved, could it be that the Austin Model Y factory will come online and start producing cars first? And what are the consequences to Tesla and to us consumers if this does happen?
